According to Riccucci (2012), privatized prisons have a long history in the United States, dating back to 1607 when the first settlers arrived in Virginia. Riccucci (2012) advises that the first signs of private individuals being involved in criminal justice matters were when private entrepreneurs sent convicted felons to the United States to be sold into servitude. During Middle Ages prisons were modeled after the English model.
One of the “greatest historical revolutions of the eighteenth and nineteenth centuries was the increased involvement of government in criminal justice” (Shichor and Gilbert, 2001, p. 4), which indicated a shift of power from the private sector to the government. During this time offenders were placed in contained environments, in which the present day equivalent would be jails/prisons. According to Riccucci (2012), the initial set up of the contained environments was modeled after medieval England and guarded by jailers. The jailers made their money by charging the prisoners fees for family visits and selling the prisoners beer, wine and cigarettes. Additionally, the prisoners were used as laborers in the private sectors activities (Riccucci, 2012).
“By the early 1900’s, government had begun a period of decentralization and localized criminal justice entities to private prison entrepreneurs once again (Shichor, 1995)” (Riccucci, 2012, p.188). From the reading it appears that private prison entrepreneurs used the prisoners for cheap labor. In 1905, inmate labor for the private sector began to decline when President Theodore Roosevelt signed an order banning the use of inmate labor (Riccucci, 2012). Following Roosevelt’s during the 1920’s government became more involved in the operation and management of prisons in America. This involvement was the norm until the 1970’s -1980’s when the private sector became involved with corrections due to the government seeing it as cost efficient (Austin and Coventry, 2000).
Riccucci (2012) advises that there are currently over 2.3 million people incarcerated and approximately 7% are housed in private prisons. Riccucci (2012) also states that prisoners no longer make license plates but they make furniture and goods. Furthermore, Riccucci (2012) asserts that due to the money restraints of some states will bring future efforts of private prisons.
