Kanita was 6 years old and in the first grade when we first saw her. It was I g
March of the school year and this was our first classroom observation in !V 59
Centerville Elementary School, located in the heart of a historically African 1‘; ; T
American neighborhood. This school had the second-highest rate of special i§ 2
education placement among the 12 schools in our study. The school’s pro- y ‘3
grams included resource room instruction for students with LD and self- 1
contained classrooms for children designated as EMR. Students qualifying l
for services in a program for EBD would be moved to another school. M

Kanita’s black eyes shone as she turned defiantly to her teacher and refused 5 1
to stop what she was doing on the computer. Apparently, this was not her
scheduled time. It was difficult for us, as observers, to tell what was sched-
uled, since very few children in the room seemed to be doing anything con- r
structive. The following excerpt from our field notes illustrates the climate
of the classroom:
The teacher begins a lesson on synonyms. Her voice is loud as she K
tries to talk over the noise in the class. . . . Soon after she asks a
question, students at the computer request help and other distractions . l
occur so that she is not focusing on any one thing. She then walks out
of the classroom for something and when she returns she asks
another question about synonyms. There is little student involvement. L
Some are looking at what their classmates are doing at the computer. V

a. Write a general reflection on what is being described on pages 29-30. Pick the three things that stand out most about what you have read and discuss.
b. Describe and discuss 5 things you would have done to establish a positive, supportive, and safe learning environment for all of the students in Ms. Edison’s classroom.
c. Discuss Kanita’s unproductive behavior (bottom pg. 30 to mid pg. 31). Based on your discussion, how you would address Kanita’sbehavior?
d. Do you think a referral for a special education evaluation was warranted at this time? If so, explain and support using course material. If not, discuss why it was not warranted and any negative implications that may result from such a process.
e. Discuss how an identification of EBD and subsequent placement in special education might have been avoided using RtI? Could Kanita’s needs have been appropriately identified and effectively addressed by a teacher working within an RTI context?
